Il PSAI dell\u2019 AdB Campania Centrale, derivante dall\u2019 aggiornamento/omogeneizzazione dei previgenti PSAI delle ex Autorit\u00e0 di bacino Regionali del Sarno e Nord-Occidentale, unificatesi nel 2012 in un\u2019unica Autorit\u00e0, \u00e8 stato adottato con Delibera di Comitato Istituzionale n. 1del 23/02/2015-B.U.R.C. n. 20 del 23/03/2015 , attestato C.R. n. 437/2 del 19 febbraio 2016 e, tra il 23 marzo 2015 ed il 17 febbraio 2017 \u00e8 stato aggiornato con alcune varianti puntuali alle perimetrazioni delle aree a pericolosit\u00e0 e rischio, entrate in vigore a seguito delle adozioni definitive del Comitato istituzionale. Il PSAI \u00e8 lo strumento pianificatorio di area vasta mediante il quale le Autorit\u00e0 di Bacino, nelle more della riorganizzazione prevista dal D.Lgs. 152/2006 ,, hanno pianificato e programmato le azioni, le norme d\u2019uso del suolo e gli interventi riguardanti la tutela dal rischio idrogeologico ed ha valenza sovraordinata su ogni altro strumento di programmazione e pianificazione territoriale e/o di settore. Obiettivo principale del PSAI \u00e8 la salvaguardia dell\u2019incolumit\u00e0 delle persone, la protezione del territorio, delle infrastrutture, delle attivit\u00e0 antropiche esistenti, dei beni culturali ed ambientali dai fenomeni di dissesto da versante e da alluvione, nel rispetto dei principi dello \u201csviluppo sostenibile\u201d. Il Piano definisce gli scenari di pericolosit\u00e0 e rischio da frana e da alluvione, rappresentando attraverso carte di sintesi la perimetrazione delle aree interessate da possibili eventi calamitosi (Carte della Pericolosit\u00e0) ed il relativo danno atteso (Carte del Rischio). La pericolosit\u00e0 connessa ai fenomeni alluvionali, ai fini della determinazione del rischio idraulico, \u00e8 integrata inoltre dalla \u201ccarta della vulnerabilit\u00e0 idraulica a carattere topografico\u201d, che specifica la vulnerabilit\u00e0 degli elementi esposti ai fenomeni di tipo idraulico articolandola in 4 livelli. Le mappe del rischio, \u201cCarta del rischio alluvioni\u201d e \u201cCarta del rischio frana\u201d contengono la classificazione degli elementi antropici secondo i quattro livelli R1 , R2 , R3 ed R4 di cui al D.P.C.M. 29.09.19984, corrispondenti ad altrettante possibilit\u00e0 di danno.
